Wellington City Council have published their draft plan for Ian Galloway Park here.
They are seeking public feedback until 5pm on 12 August 2025 via an online form. There is also an opportunity to ask questions or seek clarification through a button on the site, or by emailing them.

The plan is a comprehensive document, accompanied by an analysis document (102 pages) to provide context.
The council followed a robust process and engaged diverse stakeholders along the way.
There is recognition of the need for a pump track, a play space and to resolve contention between dogs and wheeled users.
The draft plan has the dog park staying where it is, so there's no room for a Wheels Hub.
The pump track is proposed as 'Community Scale' (1200-1600sqm) rather than 'Regional scale' (multiple loops for different styles).
They think that the skills area half way up Makara Peak would be more utilised than having dirt jumps next to a car park.
There's still a way to have both a Dog Park and a Wheels Hub - see "Option 3".

Enhancements to BMX facilities.
A shared Community Facility for Southern Ian Galloway Park.
The survey is reasonably comprehensive for the options that are being proposed, and there are places to make comments to point out where they have missed some opportunities in the draft plan.
It starts by asking which of the 3 parks (IGP, Appleton and Wilton) you currently use and what activities you do there.
It then asks the degree to which you agree or disagree with the 'Key Moves' under each of the 4 Objectives (Recover, Diversify, Enhance, Connect) and there is an opportunity to comment on each.
You are asked to select up to 3 of the 9 "could support now" initiatives and make a comment.
You are asked which of the 11 '"may support in future" initiatives should be prioritised and provide a comment. You are also asked if there is anything you do not support or have concerns about.
Overall - is there anything missing, what's your level of support for the plan and is there anything else you'd like to tell them.
Then there are sections asking about your likely use of the playground and pump track and your preferred location for each.
Playground - should it be within line of sight of the sportsfields, which location is preferred, and other comments.
Pump Track - support/oppose, preferred location, usage age, gender, frequency, type of wheels, skill level, preferred track style & why, time of use, expected type of travel to get there, ranking of supplementary amenities.
Here are some of the points we will be including in our submission. Please feel free to re-use any of them along with your views.
We like the inclusion of loop tracks, connections and a pump track.
Use the comments boxes in each of the Objectives sections to highlight anything that you thing they should do differently to the current plan:
Diversify: upgrade the pump track from community scale to regional scale to cater for likely demand and to enable skill progression with different style loops; include dirt jumps in the plan - they will be well used if they are accessible to more users (which the Makara Peak skills area may not suit).
Enhance: include BMX enhancements here, not just sportsfield enhancements. Track lighting will be the most significant enhancement to extend usage.
Connect: create a northern entrance to the dog park and a track from there to the top field, close the west entrance. Create a connection from the Whitehead Rd car park to field 1 above the western side of the BMX track.
Priorities on the Support Now initiatives:
Pump track; skate improvements; connectivity; and comment on the scale of the pump track; advocate for Option 3 as a Support Now initiative.
May Support in the Future initiatives:
Loop track around the sportsfields; Review community facilities and create a shared hub/club rooms in Southern Ian Galloway Park inc. coffee kiosk; Review dog policy for Appleton & Wilton as an opportunity to re-locate the Ian Galloway dog park (if option 3 does not proceed).
Anything you do not support:
Making Dog Park relocation out of scope. See Option 3 arguments.
Anything Missing:
Dirt Jumps.
Additional car parking at the Southern end of Ian Galloway Park (as shown on the 2020 plan). The area south of the new toilets should be converted to additional parking.
Play space
Should pump track and play space be close? It would be nice, but not if co-locating them would render the pump track sub-scale. Option 3 can accommodate co-location. If Option 3 doesn't go ahead, then potentially have two pump tracks. A pump / jump track in field 6 (option 1); and a junior track and play space co-located behind the skate ramps.
Pump track
Option 1 gives more space for a pump track and is the 'least bad' of the two options they offer. Use comments to advocate for "Option 3".
They ask for comments about only one member of your household. If you have multiple members that would use a pump track, please complete multiple surveys.
You can select multiple options for the type(s) of track style. flow, technical, jump etc.
When they ask about 'Anything else':
option 3 (relocation of dog park to field 2) allows for a regional scale multi-loop pump track.
option 1 should be extended to allow for a regional scale pump track. Given the number of other cricket pitches nearby (Karori Park, Nairnville Park, and Ian Galloway Park pitches 1-5), pitch 6 should not compromise the vision for the pump track. Make pitch 6 a junior cricket field with 30-35m boundaries, enabling the pump track to be regional scale (65m x 45m).
